the United Arab Emirates has begun a new round of advanced technological transformation, through the launch of integrated executive paths to integrate “Agentic AI” technologies into the joints of administrative and service work.
This came during an extensive workshop organized by the Ministry of Cabinet Affairs in Dubai, in implementation of the directives of His Highness Sheikh Mohammed bin Zayed Al Nahyan, President of the State, and the announcement of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, which is represented in the ambitious national target : to transform 50% of federal government operations and services into AI-assisted models within just two years.

90 Day Plan: Moving from Planning to Operations:
The workshop witnessed broad interaction with the participation of more than 50 federal ministries and entities, represented by about 300 senior officials and experts. The workshop was not just a dialogue platform, but rather formed a practical launching point during which the participating entities were obligated to a strict timetable of 90 days, in which each entity chooses a specific service or process to apply assistive artificial intelligence to it and officially launch it.
This journey goes through 3 main approved stages that have been discussed and their frameworks defined. The first is the exploration stage, in which the most suitable government service or process for transformation is identified and monitored. The second stage is the design stage, which involves engineering and developing the future journey for the customer or employee. Then the third stage is the preparation of the implementation plan and the formulation of the technical requirements and initial implementation plans to start operation.
Flexible Leadership and Data-Driven Decision-Making:
In this context, His Excellency Mohammed Abdullah Al Gergawi , Minister of Cabinet Affairs and Chairman of the National Committee for the Artificial Intelligence Assistance Project, affirmed that the UAE is proceeding with accelerating the adoption of these applications to raise the efficiency of government performance and improve the quality of services.

Al Gergawi emphasized , saying : “ Adopting artificial intelligence as an assistant represents a qualitative leap in the development of government administration. We are not seeking traditional automation , but rather aiming to empower employees, accelerate tasks, and develop decision-making mechanisms to be entirely based on data and knowledge, thus ensuring the building of a flexible and future-ready government .”
Al-Qarqawi added that the workshop primarily aims to build and empower human resources within ministries to employ these advanced technological tools efficiently and effectively.
Breaking Down Constraints: 10 Key Areas for Reshaping Institutional Support:
For her part, Mariam bint Ahmed Al Hammadi, Minister of State, Secretary-General of the Cabinet and Head of the Operations and Institutional Support Track, revealed the track’s strategy, which aims to eliminate traditional procedural restrictions and achieve an unprecedented leap in work mechanisms .
Her Excellency explained that the working groups have already begun to identify and classify the existing and future operations and applications in the ministries .
The workshop’s work in this track focused on 10 strategic axes with the participation of 140 officials, including vital sectors such as : human resources, financial and administrative affairs, procurement and contracts, legislative affairs and internal audit, digital transformation and technical support, as well as facilities management, maintenance and joint operations.
Precise Standards to Ensure Maximum Societal Impact:
In reviewing the features of the government model for the next phase, Mohammed bin Talia, Assistant Minister of Cabinet Affairs for Government Knowledge Exchange and Head of the Services Track, indicated that the main objective is to enable entities to choose priority services that achieve the highest tangible positive impact for society in all its categories.
Bin Tali’a explained that Emirati talents possess a passion for innovation and the ability to transform challenges into globally inspiring opportunities.
The participants identified a strict matrix of criteria for selecting services eligible for transformation, based on the size and intensity of operations represented by the number of annual transactions and the size of beneficiaries, in addition to digital readiness represented by the clarity and documentation of procedures, with the availability of up-to-date data and high levels of automation , in addition to the return and impact through evaluating the expected impact on cost efficiency, service quality, and customer satisfaction levels.

The new system project will monitor performance with joint work teams on a regular and continuous basis over the next three months, to provide technical support and ensure the launch of selected projects on schedule, consolidating the UAE’s competitive leadership in the international digital arena.
