In a move to break the political deadlock, Somali opposition forces presented an alternative electoral vision that seeks to reconcile the people’s right to direct voting with the current political and tribal reality in the country.
The new proposal presents an equation based on the tribal power-sharing system (4.5), transferring the selection process to direct ballot boxes nationwide.
The executive framework of the proposal is summarized in five basic pillars to ensure the integrity of the process. The first is independent management through the establishment of fully independent electoral committees at both the federal and state levels to manage the process. The second pillar is the necessity of having a digital identity for voters, through the adoption of a biometric registration system, decisive, unified and comprehensive to prevent repetition and manipulation.
The third pillar is the establishment of tribal constituencies by dividing parliamentary seats into geographical electoral units, linking voters and candidates to the constituencies allocated to their tribes, while the fourth pillar is determining the unified decisive day, by opening the door for voter registration simultaneously in all regions, followed by one day for general voting, and the fifth and final pillar is represented by strict oversight of candidates by granting candidates the right to appoint agents to monitor the counting, submit complaints, and receive the results reports directly.
The proposal limits the resolution of electoral disputes to the Supreme Court as the sole competent authority, obligating appellants to strict time limits not exceeding 48 hours from the announcement of the official results.
Opposition leaders believe this model represents a realistic solution that ensures transparency, accountability, and expanded popular participation, without overriding the current political balances in Somalia.
This proposal is expected to form a central focus in the upcoming rounds of discussions between the government and the opposition to finalize the political future of the country.
