In a new diplomatic escalation reflecting the deep rift in relations between the two countries, the Chadian authorities made a decisive decision to close the General Consulate of the Republic of Sudan in the city of Abéché, declaring the General Consul, Gaddafi Abdullah Mohammed, and the rest of his diplomatic staff “persona non grata”, and giving them a short period of no more than 4 days to leave the country.
The Spark of the Crisis: A Secret “Document Mission” Raises Security Concerns:
The details of the decision were revealed by diplomatic sources from within the Sudanese embassy in the capital, N’Djamena, where it became clear that the crisis erupted due to procedural violations committed by the General Consul.
The consul summoned an official delegation from the Sudanese Civil Registry to issue passports and identification documents for the community residing there, but he neglected to inform the official Chadian authorities of the nature and mission of this team, as the visas granted to them were limited to “visiting the Consulate General” only, without any description of their technical tasks.
The matter did not stop at administrative overreach, but took on a sensitive security dimension after the Chadian security services discovered that the members of this mission were in fact officers belonging to the Sudanese police, who had entered Chadian territory to carry out official work without prior coordination.
Accordingly, the security authorities moved in and arrested the team members, among whom was a brigadier general (who previously served as the police chief of West Darfur State), along with other officers who were present in the area.
Internal Conflict Deepens the Crisis:
The diplomatic report also showed that the lack of internal coordination between the Sudanese missions contributed to accelerating the pace of the crisis, as sharp disagreements broke out between the Sudanese embassy in N’Djamena and the consulate in Abéché.
The embassy had instructed the team to begin its work from the capital first before heading to the states, but the Consul General in Abéché rejected those instructions, sticking to his position and confirming that he was the one who had directly summoned the mission.
General Context: Relations on a Knife’s Edge:
This strict Chadian measure comes to add fuel to the already tense relations between Khartoum and N’Djamena, as the two sides exchange heavy accusations, foremost among them the Sudanese accusations against Chad of facilitating the transfer of weapons and providing logistical support to the “Rapid Support Forces”.
In contrast to this complex political and security tension, Chadian territory continues to receive thousands of Sudanese refugees who fled the ravages of war and live in extremely complex humanitarian conditions inside refugee camps in the east of the country.
